Hiring Range: $26.88 – $33.42 per hour DOQ

GENERAL PURPOSE
Under the general direction of the Planning Director, provides the public with information and assistance on planning matters such as zoning, site plans, conditional uses and signs. The Planner II performs professional and complex technical duties related to the City’s general plan and city-wide planning. Conducts field studies and surveys to collect original research data for planning projects. Designs and drafts graphs, charts, maps, photographs, and other illustrative material. Analyzes proposed projects, prepares recommendations for consideration by other staff members and the Planning Commission. Acts as a technical assistant to various boards and commissions.

ESSENTIAL JOB FUNCTIONS
Ø Meet performance standards established with the employee’s manager;
Ø Job attendance is required, except for authorized leave;
Ø Receive development applications, determine completeness, and review commercial, industrial and residential site plans; subdivision plats; conditional use permits; rezones.
Ø May work on applications and planning functions requiring little supervision or oversight.
Ø Gather and analyze planning information and formulate recommendations related to ordinance amendments.
Ø Assist in the implementation of the City’s general plan.
Ø Advise and confer with the public, builders, developers, attorneys, engineers, and architects regarding City development policies, standards, and guidelines.
Ø Interpret land use regulations and review development proposals and other requests for conformance with the appropriate regulations.
Ø Prepare staff reports and graphic displays and make recommendations on development proposals. Make presentations to the planning and zoning commission, city council, and other committees.
Ø Investigate public complaints, determine infractions, and initiate corrective action for zoning violations.
Ø Assist Planning Director in providing staff support to the planning and zoning commission and land use appeal authority and city council.
Ø Take phone calls and inquiries from the public and provide assistance to walk-in customers.
Ø Perform inspections of projects for compliance with approved development plans.
Ø Responsible for the review of building permits, sign permits, and business license applications.
Ø Perform other duties as assigned and required.
MINIMUM QUALIFICATIONS
1. Education and Experience:
Ø Bachelor’s Degree in urban planning, geography, architecture, or closely related field; plus, three (3) years of progressively responsible experience in city planning, community development, economic development, or any combination of education and experience providing the required knowledge, skills and abilities.
Ø Graduate degree in urban planning or closely related field may substitute for one year of experience.
2. Special Qualifications, Licenses, Certifications:
Ø Must possess and maintain a valid Utah Driver’s License with periodic verifications by the City.
3. Knowledge, Skills, and Abilities:
Ø Knowledge of principles and practices related to urban planning; knowledge of federal, state, and local laws, regulations, standards, and ordinances related to planning, zoning, and urban development.
Ø Knowledge of local government structure and operations.
Ø Knowledge of legal procedures associated with municipal property management and development.
Ø Ability to provide excellent customer service to the public.
Ø Ability to communicate clearly and concisely, both orally and in writing.
Ø Ability to read blueprints, understand metes and bounds, plat descriptions, and other related information.
Ø Ability to establish and maintain effective working relationships with the business community, citizens, elected officials, employees, developers, financiers, and other government agencies.
Ø Ability to work in a fast paced, stressful environment.
4. Working Conditions: Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. While performing the duties of this job, the employee must occasionally bend, lift and/or move up to 25 pounds. Talking, hearing, and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking, and creative problem solving. Periodic local travel required in course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
SPECIAL REQUIREMENTS: Successful candidates must pass a pre-employment drug screen, and a background check, provide a copy of their current driving record and provide employment verification with form I-9. This position has a six-month probation period. Midvale City requires as condition of employment the use of direct payroll deposit to a bank or savings account.
TAKE NOTE: This position may have additional hours, including evenings, weekends, and some holidays. This position may be eligible for limited remote work.
