Job Title:  Policy Analyst                                              Pay Range:  $5,890 – $8,049 per month

Department:  Ogden City Council Office                   FLSA Classification:   Exempt

Employment Category:  Full-Time; Non-Merit Special

Position Summary: The Policy Analyst is a key advisor to the City Council and serves as an integral part of the Council staff whose primary objectives are 1) to assist individual Council members be successful in their respective efforts to serve Ogden City residents and 2) to execute the direction of the full Council. Under the direction of the Council Executive Director, the Policy Analyst performs legislative, budgetary, and technical research and analysis on administrative proposals, recommendations from the Planning Commission, and for Council projects and initiatives; performs a wide variety of administrative duties; works with City partners (Weber State University, Weber County, Weber-Morgan Health, etc.) as directed, to achieve mutual goals; assists other staff members in assigned projects as directed; provides input on existing and new processes, procedures and programs; and provides information and assistance to the general public.


Education and/or Experience:

§  Master’s degree in Public Administration, Public Policy, Political Science, Finance, Urban Planning, or closely related field or a bachelor’s degree plus five years of increasingly responsible analytical and administrative experience, preferably in municipal government.

§  Special consideration may be given to candidates with American Institute of Certified Planners (AICP) certification or experience in municipal/urban planning.

Key Functions and Responsibilities:

Conduct research regarding Administrative proposals, and City Council initiatives, legislative proposals, and policy and procedural changes
Prepare reports which present and interpret data and identify alternatives; make and justify recommendations; prepare and present clear and concise reports
Analyze and prepare reports for the City Council regarding recommendations from the Planning
Commission concerning General Plan amendments, rezones, zoning ordinance text
Amendments and master plans
Advise the City Council on land use planning issues and policies
Assist other Council staff and analysts with research as assigned
Assist in budget analysis and preparation for Council review
Communicate clearly and concisely both orally and in writing
Participate in assigned administrative support functions
Attend a variety of meetings: City Council, Redevelopment Agency, agenda, leadership, staff meetings, others as requested or assigned
Receive and respond to complaints and questions from the general public
Work independently in the absence of supervision
Perform related duties and responsibilities as required
