GENERAL PURPOSE

This position performs professional level work in the field of city and urban planning, providing expertise in future visioning, land use regulation development, site analysis and review, and providing information, education, and assistance to the development community, citizens, and officials dealing with all the aspects of the planning profession including land use, historic preservation, housing, community visioning, and other topics. Receives direction from the Planning Manager. May exercise technical and functional supervision over lower-level staff.

ESSENTIAL JOB FUNCTIONS

  •  Confer with and advise architects, builders, attorneys, contractors, engineers, and the public regarding city development policies and standards.
  •  Compile information and make recommendations on special studies and prepare planning reports.
  • Review development proposals and applications for compliance with appropriate regulations and policies; prepare and present reports on recommendations.
  • Prepare staff reports for the Planning Commission, Landmarks Commission, various committees, and advisory boards as directed.
  • Undertake research and prepare reports and maps.
  • Check commercial, industrial, and residential development plans to determine if plans will qualify for zone clearances.
  • Collect, record, and summarize statistical and demographic information; establish and maintain a comprehensive database.
  •  Answer questions and provide information to the public.
  •  Investigate complaints and recommend corrective action as necessary to resolve complaints concerning the city’s planning function.
  •  Research and draft ordinances for review.
  • Inspect properties and structures for compliance with current city zoning codes and regulations; recommend improvement and rehabilitation programs; identify corrective actions to be taken by owner.
  • Provide information pertinent to the development of the General Plan; recommend and develop policies and procedures for future zoning, environmental, and other issues that impact city growth and expansion.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  •  Attendance and punctuality are essential functions of this position.  Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public; and employee is required to use on-site equipment.
  •  Perform other related duties as required/assigned.
  •  Work with public in education, visioning in process in developing community plans and neighborhood concerns.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least two years of increasingly responsible experience in urban planning.
  • Equivalent to a Bachelor’s Degree in Urban Planning, Public Administration, Landscape Architecture, or a related field.
  • An equivalent combination of the above stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  •  Possession of, or ability to obtain, an appropriate, valid Utah driver’s license.
  • AICP certification is desired.
  • Employee will be required to complete NIMS IS100 and IS700 within three months of hire.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the basic principles and practices of urban planning and development.
Knowledge of basic site planning and architectural design techniques and methods.
Knowledge of basic computer functions and programs, including GIS.
Knowledge of technical report writing.
Knowledge of modern office methods, practices, procedures, and equipment, including a computer.
Knowledge of laws underlying general plans, zoning, and land divisions.
Knowledge of applicable environmental laws and regulations.
Knowledge of current literature, information sources, and research techniques in the field of urban planning.
Skill in interpreting planning and zoning programs and explain them to the public.
Skill in analyzing and compiling technical and statistical information and preparing reports.
Skill in communicating clearly and concisely, both orally and in writing.
Skill in responding to difficult and sensitive public inquiries.
Ability to understand and carry out oral and written directions.
Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:  sitting for extended periods of time; operating assigned equipment.
Ability to maintain effective audio-visual presentation skills as needed for:  making observations; communicating with others; reading and writing; operating assigned equipment as required by the position.
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Ability to maintain mental capacity which allows for effective interaction and communication with others.
Ability to comply with all city policies and regulations, including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Work environment is primarily inside, where the noise and temperature levels are moderate.
  • The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
  • Must possess the visual ability to see clearly at close (less than 20 inches) and far (20 feet or more) distances, and judge distances and spatial relationships.
  • Additionally, the following physical abilities are required: standing, walking, sitting, using hands and fingers to handle or feel, reaching with hands and arms, stooping, kneeling, crouching, talking, and hearing.

CRIMINAL HISTORY BACKGROUND CHECK   

Successful applicant must pass background check.

MOTOR VEHICLE REPORT

Driving record of successful applicant will be obtained by the HR office.

EDUCATION REQUIREMENT

Successful applicant must submit a copy of above education requirements when requested.

SALARY RANGE

GRADE 17: $1,910.44 – $2,865.66 (Bi-weekly Rate). Typically hire at minimum. This position is eligible for benefits.
