Regional Planning Director

Job Summary: This position directs, plans, oversees, and evaluates Mountainland Association of Government’s regional planning, transportation, and land use efforts throughout Utah, Wasatch, and Summit counties.

Salary: This position is a Grade 28, the range for which is $97,210 to $149,861 per year. Salary will depend on experience and qualifications. Includes a full benefits package of health and dental insurance, Utah State Retirement, long-term disability, paid holidays, sick and annual time accrual, 401k contributions, and more!

Schedule: Full-time, salaried, exempt position. Regular office hours are Monday through Thursday, from 7:30 am to 6 pm. After-hours meetings are common.

Reports to: This position reports to the Deputy Executive Director.

Essential Functions:

  • Develops organization-wide or department-wide goals, objectives, policies, and procedures
  • Provides leadership in short- and long-range planning to accomplish organizational operational goals and objectives
  • Prepares department budget
  • Manages the day-to-day regional planning and transportation policy interaction with government, business, and community stakeholders
  • Evaluates planning-related local, state, and federal legislation and industry trends and applicability to department projects
  • Manages consultant work efforts and contracts
  • Report events and activities to senior management and elected and appointed officials
  • Works collaboratively with department heads, agency directors, municipalities, and other partners to establish, prioritize and implement planning initiatives
  • Represents the organization on regional and local boards
  • Attends a substantial number of evening and weekend meetings
  • Organizes and conducts policy, technical, and related public meetings and hearings

Supervisory Responsibilities: Supervises all department staff, either directly or indirectly through senior staff.

Required Skills and Abilities:

  • Effective and persuasive leadership comfortable with all levels of staff, appointed and elected officials, public stakeholders, and others
  • Strong interpersonal and public relations skills to work effectively with various officials, staff, citizens, and other customers
  • Proven management skills and ability to manage staff and day-to-day operations
  • Considerable knowledge of principles of personnel management, including supervision, training, and performance evaluation
  • Considerable knowledge of the theory, principles, and techniques of the planning profession and transportation project development process
  • Considerable knowledge of federal, state, and local laws, ordinances, and codes about a wide variety of planning topics
  • Considerable knowledge of the principles of budgeting and finance
  • Understanding of current economic development, housing, land use, and transportation issues in the Summit, Wasatch, and Utah County region
  • Understanding of Geographic Information System programs and applications
  • Knowledge of computer applications including Microsoft Office, database management, and Internet applications
  • Ability to exercise sound and independent judgment within general policy guidelines
  • Ability to facilitate group decision making
  • Ability to understand and manage high-profile, sensitive, or controversial political situations
  • Strong organizational skills
  • Relationship building proficiency
  • Strong written and oral communication skills, including the editing, oversight, or preparation of technical reports, and the presentation of information to government entities and various committees
  • Ability to prepare and conduct high-quality public presentations
  • Considerable knowledge of principles of personnel management, including supervision, training, and performance evaluation

Education and Experience:

  • Master’s degree from an accredited college or university in Urban Planning, Transportation Engineering, Economics, Public Administration, Landscape Architecture, or another closely related field, AND
  • Current American Institute of Certified Planners (AICP), or similar certification, or the ability to obtain certification within one year AND
  • Eight (8) years of progressively responsible experience related to the above duties, three (3) years of which must have been in a leadership or managerial capacity, OR
  • An equivalent year for year combination of related education and experience.
  • Preference may be given to applicants possessing qualifications above the minimum.

Physical Requirements: This position requires sitting at a desk or in meetings for extended periods of time, regularly walk and stand, occasionally lift, carry, push, pull or otherwise move objects weighing up to 20 lbs., ability to project a voice for public speaking, attendance at night meetings and irregular working hours, and occasional exposure to high-stress environments.  Regularly drives a motor vehicle within Utah, Wasatch, and Summit counties.
