Part-Time Long-Range Planner

JOB TYPE: Non-Exempt/Part-Time

PAY: $24.00 per hour based on 25 hours per week

Under the general guidance and direction of the Senior Long-Range Planner, the PDS Community Liaison Long-Range Planner performs professional planning and community engagement work including but not limited to collaborating with community organizations and partners to facilitate PDS education and outreach efforts, providing Spanish translation services for planning events and materials, organizing community engagement events, creating resources designed to help residents navigate planning and development processes, collecting and presenting data, and preparing reports for Planning Commissions and Metro Councils in support of urban and regional planning, development and zoning activities for the Municipal Service District (MSD).

This is a part-time, 25 hour per week position.

Bachelor’s Degree from and accredited college or university in Urban Planning, Public Administration, or other closely related field, plus (1) year of increasingly responsible experience; or a master’s degree in Planning, Public Administration, or other closely related field; or an equivalent combination of related education and experience.

Special Requirements

·         Must possess a valid and unencumbered Utah driver license.

·         This position requires the ability to communicate in both English and Spanish.

Assists with coordination of long-range planning events, including advertising and content creation assist with noticing to meet state requirements.
Provides Spanish translation services for long-range planning and other MSD teams.
Assists in developing physical and online resources and guides to improve customer service – including helping residents understand processes like building an accessory dwelling unit, applying for a business license, requesting an ordinance change, etc.
Expands long-range planning capacity by building and managing tools and databases such as the community contact database and grant calendar.
Builds and maintains partnerships with community organizations and underrepresented populations; helps various PDS teams engage with the public and improve community relations.
Provides support to long range planners in grant management and meeting facilitation, as directed by staff.
Attends substantial number of evening meetings/conducts meetings with advisory boards and elected officials.
Delivers quality customer assistance by providing information, technical assistance and responding to phone and e-mail contacts; preparing staff report packets; and providing planning assistance to member communities regarding various land use projects.
Provides insight and analysis of special studies or plans to solve issues relating to long-range planning, general plans, and land use development and/or regional planning.
Knowledge and understanding of Geographic Information System (GIS).
Knowledge and understanding of Urban Design & Principles utilized in the planning profession.
Performs other duties as needed or assigned by supervisor and/or other leadership.

Knowledge of:

Planning and development and local government policies and procedures
Local government functions and local and state legislative processes
Principles, practices and theories of Urban Planning, Community Development, as well as principles and practices of zoning and subdivision design
Pertinent federal, state, and local laws, codes, and regulations
Methods and techniques of effective technical report preparation and presentation
Business computers, copy machines, phones, and other typical business electronic equipment
Adobe applications, Sketch-UP, GIS or other similar applications
Word processing, spreadsheet, calendaring, scheduling, and publishing software applications
Communication and public relations concepts, community engagement best practices, outreach principles, and strategies
Project Management

Skills and Abilities to:

Use and understand Geographic Information System (GIS), Adobe Suite, Microsoft Office Suite, and Webex
Perform effective graphic design of various planning materials, products, and resource guides
Use and understand Urban Design & Principles utilized in the planning profession
Establish and maintain effective working relationships and collaborations with internal staff and external agencies, partners, and community organizations
Communicate effectively both verbally and in writing
Read and interpret codes, and be able to effectively communicate those codes back to the public through graphics and informational guides
Demonstrate ability to meet required deadlines
Perform effectively in stressful situations

This position requires work in a wide variation of conditions, from a typical office setting to field work.  Must be able to attend evening meetings and some weekend events.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
