JOB SUMMARY
The Grading, Floodplain, and Stormwater Manager coordinates, implements, and manages the construction and post-construction control measures of the Utah Pollutant Discharge Elimination System (UPDES) permit for the members of the Greater Salt Lake Municipal Services District (MSD). This position also coordinates the administration of the Stormwater Management Plan (SWMP) for the MSD, coordinates, implements, and manages the Floodplain Development Permit process for the members of the MSD. The Grading, Floodplain, and Stormwater Manager also supervises and directs the completion and follow-up of the review and inspection processes for the grading work, stormwater management, Stormwater Pollution Prevention Plans (“SWPPP”), Floodplain development, and other related areas in conjunction with development applications. This position coordinates and works with the building department on grading permits as well as the documentation, review, and compliance enforcement for required special inspections. This position also coordinates, implements, and manages the enforcement of compliance issues in the field related to grading, stormwater, floodplain and associated issues. This is a working supervisory position that includes working with the team to complete both technical reviews and field inspections as needed.
MINIMUM EDUCATION QUALIFICATION
Bachelor’s degree in geotechnical, civil, or environmental engineering, or related field(s). Five (5) years of experience in inspection and enforcement of storm water and grading regulations/compliance, of which one (1) year must have been supervisory or administrative. Must have experience in inspection and enforcement of the International Building Code, floodplain administration, and Utah Pollutant Discharge Elimination System (“UPDES”) standards and experience in the review and/or preparation of geotechnical reports, grading and drainage plans, slope stability analyses, geotechnical hazard analyses, and other related reports. An equivalent combination of education and experience may be substituted.
Special Requirements
• Registered Stormwater Inspector with the state of Utah or a Certified Inspector of Sediment and Erosion Control (CISEC) or Equivalent certification (or ability to obtain within 60 days of hire date).
• State of Utah Registered Stormwater Reviewer or State of Utah Stormwater Writer Certificate (or ability to obtain within 60 days of hire date).
• Must possess a valid and unencumbered Utah driver license.
Preference given for applicants with the following credentials:
A. Certified Floodplain Manager Certification
B. ICC Building Inspector certification (or other ICC certifications)
C. Completed FEMA trainings for Floodplain management
ESSENTIAL FUNCTIONS

• Coordinates, implements, and manages the construction and post-construction control measures of the UPDES permit. Ensures compliance with required reviews, inspections, tracking, and reporting. Coordinates the management of the Stormwater Management Plan (SWMP) for the MSD.
• Supervises and directs the application submission, review, and issuance process for Floodplain Development permits. Acts as the designee for floodplain administration.
• Oversees the review and issuance of grading permits under the building permit process.
• Coordinates with building department on the documentation, review, tracking, and enforcement of special inspection requirements and programs associated with building permits.
• Manages the reviews of grading and drainage plans, SWPPP plans, stormwater management plans, and other related documentation for construction of subdivisions, commercial projects, single-family homes, and other development activities to ensure proper drainage and or storage of stormwater.
• Supervises on-site grading, drainage, erosion, stormwater, and sediment control inspections and enforcement procedures on individual residential and commercial land development projects, capital improvement projects, and other related construction activities in accordance with the MS4 Permit requirements and UPDES regulations.
• Verifies inspection, permit, and program records are accurate and in compliance with local, state, and federal requirements.
• Reviews civil engineering plans, geotechnical reports, natural hazard reports, SWPPP, erosion control plans, UPDES permits, Notices of Intent (NOIs), Notices of Termination (NOTs) and other related documentation.
• Attends pre-construction meetings, on-site progress meetings, and project acceptance meetings to communicate stormwater, grading, and related requirements with developers and contractors through all phases of work.
• Works with grading and stormwater team and legal staff with compliance issues related to stormwater, grading, floodplain, and related matters including issuing stop work orders, fines, and penalties at the direction of the Building Official or Planning and Development Services Director.
• Reviews and determines proper interpretation of laws, rules, and regulations related to stormwater, grading, drainage, floodplain, and other related areas.
• Coordinates and works with stakeholders and other outside agencies concerning stormwater, grading, water quality, floodplain, and other related issues and regulations. Acts as a technical expert and liaison internally and externally as needed. Represent the MSD during State or Federal audits, assistance visits, and other related requests for information. Maintain the ability to provide reports and easy access necessary documentation for audits.
• Keep up to date with current building code, ordinances, and state and federal requirements for the stormwater, floodplain, and other related programs.
• Performs other duties as needed or assigned by supervisor or management.
