I.            SUMMARY

Under general direction of the City Planner, to perform professional level work in the field of current and/or long range planning; to provide information and assistance to developers, the public, and elected and appointed officials on planning related matters; and to provide highly technical and responsible support to the City Planner and Development Services Director. This position is a merit employee position that has the protections found in Utah Code §10-3-1105(1)(a).

II.            SUPERVISION EXERCISED

May exercise technical and functional supervision over lower level staff.

III.            ESSENTIAL DUTIES

·                     Assist in conducting studies and regulatory reviews for all land use development projects.

·                     Provide development review support for other divisions and departments; negotiate new developments in coordination with staff, developers, builders, and citizens; maintain strong customer service.

·                     Assist in General Plan and development regulation updates, when necessary; develop and recommend changes regarding zoning and the General Plan; write and present reports.

·                     Provide support to city appointed and elected officials, including the Board of Adjustment, Design Review Committee, parks and Open Lands Committee, General Plan Committee, Planning Commission, and City Council; deliver presentations, process reports and recommendations, and when necessary, provide technical training.

·                     Coordinate with other city staff to enforce zoning ordinance; answer inquires and complaints regarding their interpretation and applicability.

·                     Analyze and interpret social, economic, population, and land use data and trends; prepare written and graphic reports on various planning and environmental matters.

·                     Conduct planning studies involving the correlation and assembly of information; participate in the preparation of charts, maps, and visual aids; and, compile information and make recommendations on special studies.

·                     Prepare reports, projects, and meeting agenda items for the Planning Commission and the City Council; attend public hearings; advise the Planning Commission and City Council on planning matters; confer with City officials and the public on City planning matters.

·                     Enforce the zoning ordinance; answer inquiries and complaints regarding the interpretation and applicability.

·                     Review applications, permits, business licenses, and plans submitted for development review; determine completeness and accuracy; develop and present recommendations on approval, denial, or modification of applications.

·                     Assist and provide information to the public regarding the preparation and filing of applications for zoning amendments, building permits, residential development use permits, and other requests for service; explain clearly planning and zoning regulations to the public at the counter, by telephone, email, and by letter.

·                     Conduct inspections on development permits granted by the land use decision authority to ascertain continued compliance to the conditions imposed.

·                     Oversee, participate in, and coordinate special planning, zoning, and environmental studies; prepare reports and findings.

·                     Serve as staff to a variety of boards, commissions, committees, and groups; assist in the preparation of the agenda and appropriate reports; make and present findings and recommendations.

·                     Develop and present recommendations on development permits, conditional and temporary use permits, variances, subdivision platting, residential planned development permits, and other zoning applications; prepare appropriate reports.

·                     Assist in updating the zoning map and coordinate with the General Plan.

·                     Explains zoning code to applicants and public.

·                     Coordinate planning activities with other City departments and with outside agencies.

·                     Meets with applicants and public to assist in application submittals.

·                     Locate and maintain detailed socio-economic data and other relevant statistics needed for accurate long-range planning efforts.

·                     Perform other related duties and responsibilities as assigned.

IV.            JOB RELATED AND ESSENTIAL QUALIFICATIONS

A.                 Knowledge of:

·                  Principles and practices of urban planning.

·                  Land use development codes and implementation strategies.

·                  Methods of analyzing social, economic, population and land use trends.

·                  Presentation techniques to commissions and boards.

·                  Team building skills and methods of providing a high level of customer service.

·                  Statistical principles.

·                  Architectural styles, history, and design philosophies.

·                  Geographic Information Systems and Microsoft Office software applications (i.e., Word, Excel, Power Point).

B.                 Skill with:

·                  Conducting planning studies involving the correlation and assembly of information involving current and long-range planning and land development.

·                  Preparing written reports and present reports in a clear, concise manner to various commissions and committees.

·                  Serving as staff to a variety of commissions, committees, and groups; prepare sub-area master plans, general plan and zoning code amendment recommendations to implement City’s land use development strategies.

·                  Reviewing planning applications and plans submitted to the Planning Commission and provide recommendations on approval, denial, or modification of applications.

·                  Effectively using communication, presentation, analytical skills and problem-solving techniques.

·                  Participating in and coordinating special planning, zoning, land use, transportation, and environmental studies

·                  Assisting and providing information to the public regarding the preparation and filing of planning applications and interpret planning and zoning regulations to the public at the counter, by telephone, email, and in writing.

C.                 Ability to:

·                  Work efficiently and effectively in a high volume, dynamic and highly professional organization.

·                  Quickly establish priorities, manage multiple projects and work effectively to complete assignments on time with minimum direct supervision.

·                  Be committed to working as a team member and to coordinate effectively with other co-workers and members of other departments.

·                  Be flexible and willing to view change as new challenges arise.

·                  Communicate clearly and concisely, both orally and in writing.

·                  Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

·                  Check building plans and business licenses applications for conformance with land use, architectural and zoning regulations, and suggest changes to achieve compliance.

·                  Interpret planning and zoning programs to the general public.

·                  Issue permit decisions.

·                  Perform professional planning work with general supervision.

·                  Manage project development and implementation.

·                  Provide training to less experienced planning staff.

V.            Minimum Qualifications:

ASSOCIATE PLANNER

A.                 Experience:

·                  Four years of experience as an Assistant Planner or equivalent.  A master’s degree may be substituted for two years’ experience.

B.                 Education and/or Training:

·                  Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban planning or a related field.

C.                  License or Certificate:

·                  Valid Utah Driver License.

·                  AICP certification preferred.

D.                 Special Requirements:

Essential duties require the following physical skills and work environment:

·                  Ability to work in a standard office environment; ability to travel to different sites and locations.

SENIOR PLANNER

A.                 Experience:

·                  Seven years of experience as a Senior or Associate Planner.

B.                 Education and/or Training:

·                  Bachelor’s degree from an accredited college or university with major course work in urban planning or a related field and 7 years at a senior or associate level planner OR Master’s degree with major course work in urban planning or a related field and five years’ experience.

C.                 License or Certificate:

·                     Valid Utah Driver’s License.

·                     AICP certification preferred.

D.                 Special Requirements:

Essential duties require the following physical skills and work environment:

·                     Ability to work in a standard office environment; ability to travel to different sites and locations.
