Job Description


Job Title: Sustainability Director                         Department: Administration

Full-time, Non-Exempt                                         Effective Date: 1/5/21



General Purpose


The City of Moab established ambitious renewable energy and water conservation goals for both municipal services and for the community as a whole. The Sustainability Director is responsible for the creation and implementation of comprehensive strategies to meet those goals through carbon emission reduction measures, energy efficiency standards, local renewable power generation, partnerships with      private energy providers, water conservation infrastructure improvements, public policy and education campaigns, and a range of other tactics. Overall, this position will lead a generational effort to ensure that Moab is embracing energy and water conservation, and land use and design principles that will support the City’s long‐term sustainability goals.

Supervision Received: The Sustainability Director reports to the Deputy City Manager.

Essential Functions


The Sustainability Director will create and implement Moab’s Sustainability policies and programs by:

●       Facilitating a community‐centered process that will result in a Moab City Sustainability Plan for both municipal activities, and for the community as a whole.

●       Coordinating across City departments to create and execute department‐level sustainability strategies to meet the goals of the Plan.

●       Developing sustainability planning and project prioritization in areas such as, but not limited to, citizen outreach, resource recovery, food policy, solid waste and recycling policy, carbon emission calculations, alternative fuel use, energy efficiency, and renewable energy. Participates in national organizations to stay abreast of new sustainability best practices.

●       Coordinating the selection and management of consultants needed to provide expertise or services that cannot be met by City staff; manages contract compliance and approves payment for services. Monitors consultant and contractor performance.

●       Coordinating water conservation efforts including serving as staff liaison for the Moab Water Conservation and Drought Management Advisory Board; implementing and updating the Moab Water Conservation Plan (“Water Conservation Plan”); and working with appropriate City staff to develop and implement water conservation initiatives and public education campaigns; Establishing and tracking metrics that reflect the Plans’ goals.

●       Preparing a budget and monitoring relevant expenditures; and

●       Periodically revising and updating the Plans for Council consideration.

●       Drafting sustainability related City code amendments, in coordination with Planning.

●       Implementing aspects of Dark Skies, including the process of applying for International Dark Sky Community designation.


The Sustainability Director will increase community awareness regarding sustainability by:

●       Creating and/or delivering formal public presentations related to the City’s environmental sustainability vision, plan, and successes.

●       Developing various media outreach efforts regarding the City’s sustainability and water conservation  goals and strategies, including, radio and newspaper interviews, press releases, social media updates.

●       Taking point on community inquiries and community partnerships regarding sustainability and water conservation issues.

●       Working closely with the Communications and Engagement Manager to use creative and innovative engagement tactic to reach non‐traditional populations; and

●       Acting as a policy liaison for items related to energy efficiency, renewable energy, mitigating carbon emissions, water conservation, and material management efforts.

The Sustainability Director will directly manage certain specific aspects of the Plan, such as:

●       Overseeing individual initiatives or projects related to sustainability, e.g., construction of a photovoltaic solar farm, the administration of energy efficiency grants for individual homeowners, etc.

●       The preparation of annual updates to the municipal greenhouse gas emissions inventory.

●       Creating and updating a public‐facing Energy Dashboard; and

●       Representing Moab regarding regional and national sustainability and water conservation organizations.

As part of a small team of city employees, the Sustainability Manager will work collaboratively across departments and with policy makers to address the short term and long term needs of the City. This job requires a can‐do attitude, an adaptable mindset, and dedication to addressing the City’s challenges and opportunities associated with rapid growth and development.


Minimum Qualifications


●       Bachelor’s Degree in Public Administration, Urban Planning, Environmental Sciences, or related field; AND

●       Five (5) or more years of increasing responsibility for projects, budgets, implementation; or a relevant advanced degree, or demonstrated equivalent; OR

●       A combination of education and experience.


Required Knowledge, Skills, and Abilities


The Sustainability Director must be able to:

●       Manage a large number of disparate projects concurrently.

●       Interface effectively with residents, the city council, community organizations, and other government entities.

●       Communicate effectively, both orally and in writing, and as a public speaker.

●       Communicate effectively with the media.

●       Work independently yet collaboratively in fast‐paced team environment; and

●       Understand municipal budgeting, goal‐setting, and the City’s prioritization process.
Demonstrated excellence in written, oral, and presentation skills.

●       Strategic planning experience.

●       Large-scale project management involving inter-and intradepartmental members as well as contractors.


Work Environment and Physical Demands


Employees work under typical office conditions, and the noise level is usually quiet. While performing the duties of this job, employees are regularly required to sit, walk and stand; talk or hear, both in person and by telephone: use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 25 pounds.

While performing the duties of this job, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve non‐routine and complex office administrative problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines with frequent interruptions; and interact with City managers, staff, customers, the public and others encountered in the course of work, some of whom may be dissatisfied individuals.
