What should you do?

The mayor asked that you revise your report on a development application. Rather than recommending denial, the mayor wants your report to support application approval. The mayor is friends with the applicant, who made a sizeable financial contribution to the mayor’s election. The mayor says the development will advance the community’s public interest. Your existing report, however, established significant environmental impacts on the community. The mayor has employee hiring and firing authority. As the planner, you serve as an at-will employee. What should you do?
