JOB SUMMARY
Full-time, benefited position. City Planner will be directly involved in plan reviews, creating ordinances, economic development activities, developer coordination, and General Plan implementation. City Planner is responsible for overseeing long-range planning and development of the city. City Planner works under the direction of the City Administrator.
ESSENTIAL FUNCTIONS
· Review application requests and development plans for site plans, conditional use permits, re-zoning, to monitor community compliance with the city’s General Plan, and other city policies.
· Reviews building permit plans, business licenses, sign applications, and other land use applications for compliance with Development Code requirements.
· Participate in city development processes as outlined in HPMC 12.10.35 and 13.10.065
· Meets with the public, developers, entrepreneurs, and contractors; discusses planning, zoning, and development issues; interprets information in city ordinances; reviews subdivision plats, site plans, conditional use permits, re-zoning applications, etc.
· Is a key member of the Hyde Park City Development Review Committee.
· Conducts field research on issues, policies, and concepts pertaining to planning, zoning, and community development, presents findings to the Planning Commission and City Council, and prepares written reports in response to public requests for zoning applications and various ordinance changes.
· Prepares updates to all city mapping including zoning, trails, master plans, streets, parks, etc.
· Participates in public meetings, prepares and makes presentations to the Planning Commission and City Council relating to development applications, conditional use permits, code amendments, etc.
MINIMUM QUALIFICATIONS
Required: Graduation from college with a degree in urban planning, or a closely related field. Minimum three (3) years of experience in urban planning or related field, or any equivalent combination of related education and experience. Ability to engage in collaborative problem-solving and diplomacy with the public, developers, and other city employees. Must possess a valid driver’s license or have the ability to obtain one prior to employment.
Desired: APA membership and AICP certification are a plus but not required. Working knowledge of ArcGIS, Adobe Pro, or similar products is a plus.
WORK ENVIRONMENT
Talking, hearing, and seeing are essential to performing the required job functions. Tasks require a variety of minor physical activities such as walking, standing, stooping, lifting, crawling, and reaching. Periodic exposure to changing weather conditions and excessive noise and vibration during site visits. Periodic travel required while performing portions of job functions.
