Delaney is a planner experienced in community and environmental planning spanning urban and rural communities across the Intermountain West. She has led and supported projects in active transportation, open space, small town and resort planning, and community development. Delaney excels at facilitating inclusive community engagement, designing and implementing outreach strategies that build trust, elevate local voices, and translate community input into actionable plans. She brings strong technical skills in data analysis, GIS, and visual storytelling to inform and communicate planning decisions. With an educational background in comparative public health, Delaney integrates health equity and sustainability into her work, applying research-driven strategies to address complex challenges. She currently serves as an adjunct instructor at the University of Utah’s College of Architecture and Planning, where she teaches a foundational planning.

The concept of infill housing options has become a Statewide issue. Many communities are discussing what sorts of infill, often called “the missing middle,” might be suited to their community. This session will explore two communities that are grappling with what works for them and look at the technical and perceived issues that emerge as the process of addressing infill is initiated. In addition, the development community perspective will be offered to determine ways to encourage infill development.

Nationally we are seeing communities that are dropping the exclusively single-household zones. To some extent the traditional zoning of the last 30 to 40 years policies are at the very least income-based discrimination. Many of our older neighborhoods have a variety of housing types, but in recent years mixed neighborhoods have not been popular.
