Hilary Patterson

With over 12 years of experience as the lead planner for two Idaho cities and 13 years as a planning consultant throughout the west, Hilary Patterson brings a blend of optimism and realism to the profession. Hilary has led the City of Coeur d’Alene’s planning efforts since November 2014 with a focus on placemaking, economic development and community engagement. Her passion for the planning profession is evident by her years of service on the APA Idaho Board of Directors, local community organizations, and involvement with APA conferences and ULI events as a moderator and panelist. She helped develop the Connect Kootenai on Housing & Growth, which launched in January 2021, to address key housing and growth challenges in the region. Hilary helped update the City’s ADU code and is evaluating updates to the Short-Term Rental Ordinance. She has been the Chapter President of APA Idaho since October 2021. Hilary holds a M.S. in planning and a B.A. in psychology from the University of Arizona.

COVID-19 challenged traditional city-planning timelines, funding mechanisms, decision-making models, and engagement strategies, and stressed our parklands/natural areas, transportation networks, and housing resources. These challenges were arguably most acute in small communities that boast high quality of life, access to the outdoors, and a lower cost of living than major metropolitan areas. This presentation covers the difficulties small communities have faced with as post-pandemic urban flight continues to increase demands for workers, housing, retail, and transportation. The panel will share examples of specific communities/regions in Idaho and Utah, including the challenges they faced and some of the tools that are being implemented to proactively deal with the Zoom Town effects. A panel discussion concludes the presentation. Case study communities
