Gretchen Milliken
Gretchen Milliken is a seasoned architect, urban planner, and strategist known for her innovative problem-solving, cross-functional collaboration, and expertise in managing complex projects. She currently serves as the Director of Strategic Planning and Initiatives at Blaser Ventures. Previously, Gretchen was the Planning Director for Park City Municipal, where she oversaw all land-use planning activities, including major resort development applications, land annexations, and historic district management. Before her tenure in Park City, she spent eight years as the Director of Advanced Planning and Sustainability for Louisville Metro Government in Kentucky. In Louisville, she led transformative citywide initiatives such as Vision Louisville, Comprehensive Plan 2040, MOVE Louisville (the city’s multi-modal strategic plan), Prepare Louisville, and the GHG Emissions Reduction Plan. During this time, Gretchen also played an active role in the Urban Land Institute (ULI), participating in the prestigious ULI Rose Fellowship and spearheading the creation of the Kentucky ULI District Council. Gretchen’s professional journey began in Stockholm, Sweden, where the integration of architecture, urban planning, and sustainable growth profoundly shaped her approach. Over her 30-year career, she has developed a diverse portfolio that includes architectural design, urban and regional planning, multi- modal transportation strategies, sustainability initiatives, climate resiliency planning, resort planning, and comprehensive plan updates. Her work is guided by a holistic philosophy that places people and their interaction with the natural and built environment at its core. This ensures every project not only fulfills its functional goals but also enhances the well-being and quality of life for the communities it serves.

They are an intensive, multidisciplinary effort that assembles seasoned ULI members who are experts in planning-related fields to address complex land use and real estate challenges. You're invited to participate in a session where the TAP Program, Findings, and Recommendations for the City of South Salt Lake and Seven Canyons Trust, which was conducted in January 2025 are presented. This TAP provided a vital opportunity to explore Mill Creek and identify potential enhancements to the area, including parks, trails, and other community amenities. Come and learn about the TAP that was completed, as well as opportunities for a TAP in your community!
