Kaden Figgins serves as the director of planning and economic development for Garfield County, Utah, where he leads long-range planning, land use policy, and economic development strategy across one of the West’s most iconic and resource-rich regions. His work focuses on balancing community growth with the stewardship of public lands, expanding rural infrastructure and housing capacity, and advancing projects that strengthen local economies through outdoor recreation, tourism, entrepreneurship, and industry diversification. In his economic development role, Kaden works closely with local municipalities, state and federal partners, and the private sector to move catalytic initiatives from concept to implementation—supporting investment, workforce development, and strategic site planning. He regularly collaborates with elected officials and community stakeholders to deliver practical, place-based solutions that reflect the unique opportunities and constraints of rural Southern Utah. Kaden is passionate about improving planning outcomes through clear policy, strong partnerships, and on- the-ground problem solving. He brings a hands-on perspective to the APA Spring Planners Conference, with experience navigating the intersection of land use, infrastructure, and economic resilience in gateway communities adjacent to Bryce Canyon National Park.
