Francisco Astorga, AICP is the Planning + Economic Development Director for Bountiful City, Utah, where he oversees long-range planning, redevelopment, economic development strategy, business licensing, and code enforcement. With nearly two decades of municipal planning experience, he has guided Bountiful’s General Plan update Bountiful by Design, advanced housing and transportation initiatives, and strengthened redevelopment and code enforcement programs. Francisco earned his degree in Urban Planning from the University of Utah and is certified by the American Institute of Certified Planners (AICP). He is an active member of the APA Utah Chapter, a frequent conference speaker, and has presented nationally at CNU 21. In addition, he serves as an Adjunct Instructor at the University of Utah, teaching Planning Theory + Practice.
