New Tools for Evaluating Fiscal Impact of Housing in New Hampshire
A common refrain from communities concerned about the impacts of new housing is that the increase in demand for municipal services and schooling from the new development will outweigh increases in property tax revenue. To address this concern and assist New Hampshire communities working on solutions to the state’s housing shortage, the New Hampshire Department of Business and Economic Affairs (BEA) released the Fiscal Housing Calculator in May 2025. This resource utilizes local data from New Hampshire’s 234 municipalities to estimate economic impacts on revenues, public services costs, assessed values, and tax rates associated with different types of housing, including single-family, middle-density (2-4 units), and multi-family housing (5+ units). The calculator demonstrates that results are unique and dependent on housing type, location, and density.
