Marcie is an attorney for the Office of the Property Rights Ombudsman. She is a total nerd and loves all topics related to land use law. Her background includes a Masters in Planning, AICP certification, and work as a public and private city planner. She has a great interest in wider sidewalks, well-placed traffic-calming measures, and designing communities with an eye towards efficient use of public resources. Even more than good design though, she loves a well-crafted zoning code which fosters the intended built environment, does not violate state or federal law, is easy to understand and implement, and protects both municipal interests and private property rights.

2025 APA UT Spring Conference, May 9, 2025 10:30 am

In the 2025 Utah legislative session, 40 bills on land use and housing were introduced and 25 were passed. These bills added some 765 lines of code to the LUDMA, which is more than double what has been added during the last few legislative sessions! Additionally, 10 other Titles of Utah State Code had language added to them which have some reference to land use. Our presenters will go over what was passed in the legislative session, what planners need to be aware of, and what they need to do. Fair warning, it's a lot!
