Cory Shurtleff

Community Development Director
City of Moab

Cory Shurtleff is the Community Development Director for the City of Moab, Utah, with a professional background rooted in land use planning and small/rural community development. Born and raised in Summit County, Utah, Cory earned degrees in City & Metropolitan Planning, Political Science, and Leadership Studies from the University of Utah, later earning his AICP certification. Prior to his planning career, Cory spent several years working on ranches across the Rocky Mountain West and in Queensland, Australia; experience that continues to inform his perspective on land, resource use, and rural economies. He previously served as a Planning Commissioner before joining the City of Moab staff as an Assistant Planner, later serving as Planning & Zoning Administrator and then Planning Director. Cory’s planning work includes a strong focus on affordable and attainable housing initiatives, sustainability efforts, and land use code development, with an emphasis on practical implementation and long-term community resilience.
