Hailey Kirlin

Hailey Kirlin is an environmental scientist in the river basin planning section at the Utah Division of Water Resources. She works primarily with communities integrating water resource topics into their general plans. Hailey graduated from Whitman College in Washington State with a bachelor’s degree in geology. She holds a master’s degree in environmental policy and management from the University of Denver. Before her employment with the state, Hailey consulted communities on flood mitigation on behalf of FEMA, worked in local planning, and spent time in private industry tackling wastewater, stormwater, and other water resource projects.
