Opportunity to Write – Publish – Present

The Utah Land Use Institute, under a grant from the Office of the Property Rights Ombudsman and in association with the Guiding our Growth project sponsored by the Governor’s Office of Planning and the Division of Housing and Community Development (Dept. of Workforce Services), is managing a project to:
- Develop a written summary of the law on various land use regulation topics. Each summary would include statutes, case law, checklists for ordinance drafting, best practices, and references to local ordinances deemed to be appropriately regulating this area of land use.
- Publish each summary online as well as in print for use by local government officials, land use attorneys, planners, real estate professionals, appraisers, and members of the public, with full recognition of its authorship.
- Sponsor at least one live seminar on each subject, with the author(s) of the materials presenting information about the subject. Each seminar would be recorded for downloading from our website or streamed on our Utah Land Use Institute YouTube channel. The recording would be used to train local officials. Each seminar would be certified for CLE and perhaps planner, real estate and appraiser credit hours.
We are looking to engage attorneys and planners to assist with the project and will consider the following topics:
- Updating local ordinances
- Short term rentals and accessory dwelling units
- The water element in the general plan
- Moderate income housing requirements in state law
- Financing infrastructure
- Public participation in land use decision making – when is it required and when is it appropriate?
- Referenda and Initiatives
- Private Property Rights
- Transferable Development Rights and Land Trusts
- Land use appeals
- Annexation
- Eminent domain
- Incorporation
- Other topics that may be of interest.
Modest hourly compensation will be available for these tasks on an hourly basis. The project will be curated by a seasoned land use attorney and planner with some peer evaluation. We would like to complete several of these by the end of June, 2023, so timing is important.
